I don't know how this project ended up on my lap, but I've been asked to take a look at our library's offline circulation procedures. It's not something that we expect to happen a lot - although the less frequently it happens, the more challenging it is to deal with when it does happen because people aren't used to it and don't remember what to do. The idea is to have an offline folder which will usually be sealed, but will be "unsealed" when we have an outage. The folder will contain the procedures, plus offline circulation forms (the size of our library and volume of circulation doesn't seem to warrant investing in an automated solution, although in parallel with this manual process I will investigate at what automated options Sirsi offers us), plus a Dewey cheatsheet for those of us who haven't memorized the system and are addicted to finding books via the OPAC - all I know is that we have a lot of 658s :)
